Allama Ghulam Rasool Saeedi Brailwi on Istiwa of Allah and He is with you with His knowledge.
Allah says
“It is He who created the heavens and earth in six days and then established Himself above the Throne. He knows what penetrates into the earth and what emerges from it and what descends from the heaven and what ascends therein; and He is with you wherever you are. And Allah, of what you do, is Seeing.”
(سورة الحدید ، آیة: 4)
He said in the footnotes no. 4
بظاہر اس آیت مین تعارض (ٹکراؤ) ہے ۔ اس آیت کے شروع میں فرمایا: الله تعالی عرش پر جلوہ گر ہے اور اس آیت کے آخر میں فرمایا: وہ تمہارے ساتھ ہے تُم جہاں کہیں بھی ہو ۔ اس لیے اس آیت کے دونوں فقروں میں تاویل و تطبیق ضروری ہے ، یعنی الله اپنی *ذات* کے ساتھ عرش پر جلوہ گر ہے اور وہ اپنی صفتِ علم اور قدرت کے اعتبار سے تمہارے ساتھ ہے ، تُم جہاں کہیں بھی ہو اُسکو تمہارا علم ہے اور تم پر قادر ہے

Apparently there is contradiction in the verse. In the start of the verse it says “Allah rose over the throne” and at the end it says “He is with you wherever you are.”
That is why it is must to interpret these two phrases and doing its tatbeeq. Meaning Allah is above His throne with his “Dhaat” and He is with you with his attribute of knowledge and ability/power. Wherever you are He has the knowledge and he is qadir over you.
